cluster bombs

i watched my frend drop a cluster bomb from the a 10 and it explodided in mid air like it should, but after the the bomblets were frozen in mid air and on the ground, is this normal or a glitch ?

if dropped from low altitude bomblets dont get time to arm and end up scattered on ground.
