I have searched and read around the forums, and nothing has truly answered my questions.  My friend and I have finally gotten NAW 5.1 running on his dedicated server.  We were wondering if you guys could help us with the following:

A.  Is there some way we can add balanced teams so that we can change teams whenever we want to and still keep it fair?

OR

B. Is there a way we can set the server so that when a player joins he starts on the NATO side automatically.  If this is possible, then the team stacking would be nice as long as the opposing force is stacked (AA).

Let me know guys, as soon as you can.  We want our server working perfectly.

Once we have it tweaked to the way we want it, we are looking for a few good men to join us in our Co-op endeavors.

The answer to "A" I think, will be "no".  You can only change teams at the end of a round and keep it fair.

Did you see this thread?

Balancing is all done server side and really has nothing to do with us. You would be better off going to BF2CC. They have a bigger knowledge base than we could ever offer.

Under "Battlefield 2 Server Help", near the top, "Mod Does Not Work Properly with BF2CC Server Please Advise."

But PuckerFactor is right, you'll learn more about server administration over at BF2CC.  Let me know if you figure out how to do question "A"!
